Why Structural Engineers Fees Vary So Much

If you've requested proposals from a few structural engineering firms for the same commercial project, you've probably noticed something frustrating: the fees don't just differ, they can differ by a factor of two or three. It's tempting to assume the lowest number represents the best value, but fee variation in structural engineering almost always reflects real differences in what's being offered. Understanding those differences will help you compare proposals properly and avoid costly surprises later in your project.
Scope Differences
The first and most common reason for fee variation is that firms aren't always quoting on the same scope of work. One proposal might cover schematic design only, while another includes full construction documentation, site visits during construction, and fabrication or specialist manufacturer drawing review. Some engineers include coordination with architects, MEP consultants, and geotechnical engineers as a matter of course; others treat that coordination as a separate, billable task.
Historically the industry would often assume that the client/builder and building control will resolve any foundation details, whereas the Building Regulations and the Building Safety Act make it clear that the foundations need to be designed. It is now actually correct for site investigation to be carried out and the foundations to be designed by a structural engineer. Many firms though are working in an outdated way and are still quoting on the basis that the client/builder will resolve the foundations.
Before comparing numbers side by side, it's worth asking each firm for a clear breakdown of deliverables: what is needed to be designed, how many site visits are to be allowed for, whether response to queries and 'RFI' support are included, and at what stage their involvement ends. A fee that looks low on paper often turns out to be low because it covers less.
Risk Allocation
Structural engineers carry significant liability. If a design fails, the consequences can be severe, and so can the legal exposure. Fees reflect how much risk a firm is taking on and how that risk is distributed between the engineer, the contractor, and the client.
Firms that agree to tighter liability caps, broader indemnification clauses, or extended professional liability coverage will typically charge more to offset that exposure. Others may propose lower fees in exchange for limiting their liability, shifting more risk back onto the client or contractor. This is a contractual issue as much as a technical one, and it's worth having your legal documentation review alongside the fee proposal, not after it.
Project Complexity
Not all buildings are equal from a structural standpoint, even when they appear similar on the surface. A straightforward single-story warehouse with a repetitive steel frame requires far less engineering effort than a mixed-use building with transfer structures, irregular geometry, retrofitting requirements, or unusual loading conditions.
Complexity drives hours, and hours drive fees. An experienced engineering consultancy will often flag complexity issues during the proposal stage that a less thorough firm might miss entirely, only to raise the fee later once the difficulty becomes apparent. A higher initial fee that accounts for real complexity is generally more reliable than a lower one that will need revising. Procurement Route
How a project is procured has a direct effect on how a structural engineer prices their involvement. On a traditional design project, the engineer's role is relatively contained and predictable. On a design and build or fast-tracked project, the engineer may need to issue partial packages, respond to changes in real time, and coordinate closely with a contractor client whose means and methods affect the design.
Fast-tracked or phased projects generally cost more to engineer, not because the work is worse or better, but because the process demands more flexibility, more coordination, and more exposure to change. Firms bidding on the same project under different procurement assumptions will naturally arrive at different fees.
Experience Level
Fee differences often come down to who is actually doing the work. A larger, more established firm may charge more because senior engineers are directly involved in reviewing calculations and making key decisions, backed by internal quality control processes built over years of practice. A smaller or newer firm might offer a lower fee because junior staff are doing more of the work with less senior oversight, or because the firm is pricing aggressively to build its portfolio.
Neither approach is inherently wrong, but it's worth understanding who will be at the table throughout your project, and how much senior-level review your design will actually receive. Ask who the named project engineer will be and what their role is day to day.

What Cheap Fees Usually Mean
It's worth being direct about this: unusually low fees are rarely a sign of efficiency or generosity. More often, they signal one of the following:
Reduced scope (with services you'll need later added back in as costly extras).
Junior staff doing the bulk of the design work (with limited senior review).
Time pressure (where corners get cut on analysis, coordination, or documentation).
A pricing strategy aimed at winning the contract (with the expectation of recovering margin through change orders during construction).
None of this means the cheapest firm will necessarily deliver a bad outcome. But it does mean you should ask harder questions when a fee comes in well below the others: what's included, who's doing the work, and how the firm plans to manage the project profitably at that price.
Comparing Proposals Properly
The right approach isn't to chase the lowest fee or assume the highest one is best. It's to compare proposals on equal terms: same scope, same deliverables, same level of risk allocation, and same level of senior involvement. Once those variables are aligned, fee differences become much easier to interpret.
A structural engineer's fee is ultimately a reflection of the effort, expertise, and risk they're taking on to keep your building standing. Understanding what drives that number is the best way to make sure you're paying for the right things, and not simply the smallest one.
